CPANPLUS::Internals::Extract extracts compressed files for CPANPLUS.

It can do this by either a pure perl solution (preferred) with the

use of C<Archive::Tar> and C<Compress::Zlib>, or with binaries, like

C<gzip> and C<tar>.
